Introduction

It would be hard to find a resident of the City of McMinnville who does not benefit on a daily basis from the services provided the McMinnville Public Works Department. By providing and maintaining safe roadways to protecting our community from disease and pestilence through stormwater drainage and solid waste management, the Public Works Department touches virtually every life every day.

The McMinnville Public Works Department consists of three divisions: Street Repair and Maintenance, Animal Control, and Sanitation Collection. Mr. Bill Brock directs a department that performs its variety of services and maintains the city’s amenities with a fleet of 45 vehicles, 3 facilities, and workforce of 19 men and women. As Chief Mechanic Junior Nunley says, “We’ve done so much for so long with so little, that we can almost do anything with nothing.” The Public Works Department’s annual operating budget is slightly more than $2 million.

The Public Works Department’s impact on the city is very profound as witnessed by the very thought of living in a community without the basic services offered by this group of dedicated individuals.

Street Repair and Maintenance

The Street Repair and Maintenance Division within the Public Works Department is responsible for the municipal infrastructure. This includes a paving schedule and pothole repair of McMinnville’s 220 lane miles of road. Additional responsibilities of the Street Department include the operation of the city’s vast drainage systems to guard against flooding and to supply heavy equipment for day-to-day and emergency city operations. In response to a federal government mandate to reduce the number of contaminants bombarding the environment, McMinnville Public Works is in the process of implementing a new storm water management program. The program will allow McMinnville Public Works to effectively monitor storm water contamination and to impose fines on those who do not take precautions to keep contaminants from flowing into the environment via storm water. The Street Department is comprised of a $1.2 million stable of heavy equipment ranging from backhoes to road graders.

Animal Control

The Animal Control Officer is responsible for enforcing ordinances pertaining to Animal Control. This division also responds to complaints, dog bite cases, keeps records and makes reports to use in case of legal proceedings.

Sanitation

Sanitation Collection would surely be missed if it ceased to exist. This division strives to keep McMinnville beautiful by disposing of the city’s garbage and facilitating its recycling program. One of the major goals of Sanitation Collection is to decrease the amount of garbage going to the landfill by 25% through eliminating abuse of the system by non-city residents, aggressive recycling of cardboard and mixed paper, and community education. The city is in the final stages of implementing an automated collection system in both the residential and commercial areas.

Our Goals

The McMinnville Public Works Department continues to strive to improve its service through a number of goals and objectives directed at a more rapid response for citizen complaints and concerns. The public is always encouraged to communicate with us. We will always try to be “Johnny on the spot”.

Some of the goals to improve service and performance include:
• Lowering the current 12-year paving cycle on city streets to a desired 10-year cycle
• Keeping roads passable during inclement weather
• Maintaining fees that are among lowest in the area
• Increasing solid waste recycling rate by 2% per year

As McMinnville Public Works strives to protect the environment, maintain low garbage and related fees, and provide great customer service, people of the City of McMinnville will continue to enjoy a great quality of life facilitated both by the natural beauty of our surrounding, as well as the company of the great people of this city.
